I am on that fence.

A female coworker of Russian descent noted that I was in good spirits; I relayed having slept well the past two night and also having skipped out on consuming alcohol this weekend. She warned me that studies were done which show people who never drink are far more susceptible to depression.

I'm certain you checked her scientific credentials. It would be unlike you to accept anecdotal evidence simply because it more liberating.

"Russia Cracks Down on Bogus Colleges

Russia has begun what education officials say is a drive to improve the quality of higher education by revoking the accreditation of nine institutions and warning others.

The Ministry of Education and Science has said it will continue weeding out weak and spurious institutions from a sector that has grown fivefold since the early 1990s.

Russia has more than 1,000 institutions of higher education. But that isn't the problem, officials say. Many of those institutions have bred affiliates and branches, which now number about 2,000, and some of them offer a higher education in name only."
